Financial Allocation and timing
350 million euros at first implementation
The funds are PNRR. The desk will open November 11 and will last until no more funds will be available.
Eligible programs
Projects must ensure the achievement of at least one of the following environmental objectives:
a) Reduction of at least 40 percent (through electrification or the use of hydrogen) of greenhouse gas emissions from industrial plants that currently use fossil fuels as a source of energy
b) Reduction of at least 20 percent in energy consumption
Projects must not involve an increase in the company’s overall production capacity.
Applicable aid scheme
The classic GBER scheme of environmental protection development contracts is applied, or it is possible to choose for the special scheme which requires the implementation of section 2.6 of the Ukraine Temporary Framework.
Facilities (Regime 2.6 TF Ukraine)
Non-repayable grant
For investment projects with eligible costs up to 50 million euros
| On investment costs really incurred for achieving a reduction in greenhouse gas emissions or a higher level of energy efficiency | 60% |
For investment projects with eligible costs exceeding 50 million euros
| On the difference between project costs and cost savings (change in operating and maintenance costs) or additional revenue compared to the situation without aid over the life of the investment | 30% | + 10% for medium-sized enterprises + 20% for small enterprises + additional 15% for greenhouse gas reduction of 55% or energy consumption of 25% |
Subsidies (GBER Scheme)
No-repayable grant
The intensity of the grant is the one provided for the environmental protection development contracts
The investment amount must be at least of 20 million euros, which can also be achieved by integrating several projects of different companies, including those belonging to the same corporate group.
Complying with PNRR funds, the application must be submitted with a report of environmental sustainability in order to demonstrate compliance with the European DNSH (Do No Significant Harm) regulations.
